What's the rule on acceptable lightning rods?

Is there a rule, other than it has to be the

"highest appurtenence" on a tower?

All I know is we had a copper rod used

for grounding and made it the

"highest appurtenence" on this tower.

If the lightning doesn't like it, I don't

think it should be our problem.
